Clarity on bond required for a car transfer by the rental company upon collection of the vehicle

I booked the car for AUD$1. However, when I collected the car, I was charged AUD$9.60. This was not clear in the original booking. They said it was because of the location and registration fee. I think it needs to be clearer in the original booking.
