Clarity around the full tank. Should one really be charged for fuel/refuel? I thought that was the incentive for individuals to relocate the vehicles.

Yes, my ultimate booking was with Bargain Car Rentals who would have sent the booking documents to TransferCar. I never received them and had to chase BCR for information.
