Ask the rental companies to lower the default excess a bit or make the premiums to lower that a bit lower. One should not feel pressured to pay more to feel safer when doing you a job moving the car.

I believe you have it just right ,I know that this is not your fault,but I would make the rental companies offer all, ins,fuel,and from the south island to include the ferry also.
